CONSTITUTIONAL COMMISSION ENDED YESTERDAY'S SESSION
TEXT OF THE CHARTER STILL UNCERTAIN

Podgorica - The Constitutional Commission for drafting of the Constitutional charter ended yesterday's session by asking the Belgrade Agreement signatories to enable faster drafting of the Charter. The signatories were also handed in the draft text of the Constitutional charter, which contains various alternatives - quote Podgorica media.
According to announcements of the participators of yesterday's meeting, the essential problem regarding the inability to come up with a harmonized text lies in different interpretations of the Belgrade Agreement.
The Constitutional Charter is now expecting the reply of the Agreement signatories in order to proceed with the work next week. The deadline for drafting of the Constitutional charter is September 1.
Coordinator of the Montenegrin delegation Dragan Kujovic said that it would not be bad to form expert groups at the level of Serbian and Montenegrin Governments in order to help the Agreement signatories and members of the Commission to finish their work in time.

JAVIER SOLANA STILL UNDECIDED ABOUT COMING TO BELGRADE
THE COUNCIL OF EUROPE OBSERVES ATTENTIVELY TALKS IN BELGRADE

Podgorica - High Representative of the European Union (EU) for foreign policy and security Javier Solana has not yet decided when he is going to arrive in Belgrade. He is expected to talk with senior representatives of federal and republic authorities about the implementation of the Belgrade Agreement, i.e. about the adoption of the Constitutional Charter - stated Solana`s Spokeswoman Christina Gallach yesterday
By the end of this week, after an "exhaustive consideration" of the latest situation regarding drafting of the Charter with his associates, Solana will "probably" decide what is the best time to go for new talks to Belgrade - Gallach said. "In fact" - she said - "in Brussels they still hope that a compromise would be reached".
The experts of the Council of Europe are observing very carefully the events concerning drafting of the Constitutional charter of the future state of Serbia and Montenegro, but for the time being, they see it as an "internal matter" - stated a Spokesperson from the Council of Europe, quote Podgorica media.
The progress in drafting of the Charter is being followed also by the experts of the political department of the Council of Europe and the Venetian Commission. However, "until they get a more clear picture, they will not be engaged in it directly", nor will they take any measures to speed up the wok on the Constitutional charter.

PRESENTATION OF THE IRD PROGRAM, SPONSORED BY THE USAID
$30.000.000 FOR LOCAL PROJECTS

Podgorica - American organization for international development the USAID is going to invest approximately $30 million in the development of local communities through the IRD program - said USAID director for Montenegro Mr. Howard Handler, informs Podgorica daily newspaper "Vijesti".
Handler said that in the coming three years 500 projects would be realized.
National coordinator of the IRD Vanja Brailo announced that in the following three months the USAID would invest $2.4 million in the realization of 56 projects of Montenegrin local communities. Chief of the IRD Mission for Montenegro Robert Flick said over 150.000 would benefit from the projects that will be realized in the first phase.
